Policy, planning and legislation: An introduction

Policy is generally defined as a plan of action on the part of a government, business or other organisation (e.g. international or regional animal health bodies) intended to influence decisions and actions in a particular direction. Policy is therefore the “intent” to do something, but this will not achieve the desired goal unless it is implemented. The latter involves planning, strategies and actions, which must be underpinned by legislation if the policy derives from government.
